I Really Want to Know: Does Faster Internet Make for Smarter People?

So here is where I'm coming from -

I'm a writer from the Philippines, a Third World Country. I graduated from a Top 10 high school in our country but my college is not Ivy League material. Someone told me earlier that a 2005 study - written by a fellow Filipino - asserts that faster Internet makes for smarter people because "faster Internet = more webpages viewed". The unspoken (well not actually unspoken since I got this direct from the source) is that we common readers here in the Philippines are not as smart because of our slower Internet connection.

Readers from First World / Second World / Third World countries - do you think / feel this is true?

I appreciate any facts or figures or opinions you'd like to share as I really want to know if I should stand corrected (I don't believe in it FYI) but I'm willing to bow down to the truth cold hard facts would

That is the asinine thing I have ever heard. The ability to surf the net great doesn't compute with ability to retain and process Information. And since most of the people I know with really fast Internet use it watch porn or for gaming, I would think it not the speed but the subject matter in which you spend your pursuits that denote your level of intelligent. But then again there could pop quiz to test you at the end of the money shot .......of course I'm of average intelligent the big brain will probably differ.

If you see it in the economic way (time is money) than you could say yes. Also I´ve to admit, that the term "smarter people" is here a bit misplaced. A fast internet has - of course - nothing to do with the intellekt of the people who use the www.
